- 1 kg mutton or lamb (bone-in)
- 1 cup rice
- 1/2 cup ghee

- 1 tsp fennel powder
- 1 tsp red chili powder
- 1/2 tsp turmeric powder
- 2-3 green cardamom pods
- 1-inch cinnamon stick
- 2-3 cloves
- Salt to taste

Instructions
Step 1: Prepare the Saffron
Soak 1 tsp of Kashmiri saffron in 2 tbsp of warm milk. Let it sit for 10 minutes to release its aroma and color.
Step 2: Cook the Meat
In a large pot, add the mutton or lamb, ginger paste, garlic paste, fennel powder, red chili powder, turmeric powder, cardamom pods, cinnamon stick, cloves, and salt. Add enough water to cover the meat and cook on low heat for 4-5 hours until the meat is tender and falls off the bone.
Step 3: Add Rice
Once the meat is cooked, add the rice and continue cooking until the rice is soft and the mixture thickens to a porridge-like consistency.
Step 4: Add Saffron and Ghee
Stir in the soaked saffron milk and ghee. Mix well and cook for another 10 minutes.
